To get the one in King's fall you must first see which 3 symbols is active under the portal after doing the relic bit right as you load in.
Unlimited red borders would be fine I think. You have to remember that the "newest" raid like King's Fall won't be the featured raid until the light fall one comes out, so that's roughly 6 months that you have to be at the mercy of the weekly loot lockout for the red borders. As for how many deep sights you need to unlock in order to craft that weapon, vary from weapon to weapon. All of the King’s fall weapons also have their red variants.
