Try running without an air filter. These new engines of all makes are running so lean you can not running them without an air filter which makes it hard to do carb work on some of them. On some engines I have had to make a special filter set up to do carb work.You can try the old school trick of running the engine at full revs and closing the choke until it almost dies. Open the choke and let the engine stabilize. Repeat this process a few times. You might get some good results. I’m reading about the Kawasaki FJ180V surge, I have a brand new machine, straight out the box, it too surges during load, it idles beautifully.. it will really surge at full throttle, but if I back it off to about 3/4, it surges very little.. .
