Don't pay any attention to the J frame serial numbers. Do not apply to the 39 models. S&W didn't start giving guns model number until 1957-58. Prior to that they were just identified by name, ie, Chief's Special, Highway Patrolman, etc.

They list the 1D numbers starting in 1976 but the model 64 started in 1970. Now , the picture of the ser# appears to have two numbers scrubbed out. If that is the case it would date to 1973-1974.
