It seems the cause was the 2 black plastic alignment pieces that the latch slips into. These were a problem on some 2017's. What I did was bend them out to make them wider so the latch fits in between better. Mine would never fully close.

After I did, the liftgate shut fine, but not it won't open at all. I've tried the button on the inside, the key fob, and the button on the liftgate. Nothing seems to work.
Go to passenger side fuse box Fuse 65 (Lift Gate Release) , pull it out for 20 seconds and put it back in. Make sure the fuse is not blown, if it is, buy a new fuse of the same current rating. The problem is that the rubber button isn't working so regardless of FOB proximity the hatch won't trigger the release. I assume the above because when teh car is completely unlocked you can walk up an open the hatch even without a FOB on your person. Mine now does not allow this. Anyway - my car is at dealer.
I have had the same problem with a 2001 Escape. Remove the actuator assembly from the tailgate, then disassemble it. If it looks mechanically fine (no broken plastic parts) then likely it is just the motor and you won't need the whole assembly. Test with a multimeter or 12 volts on the terminals.
