New Start Transitional Living. The New Start Transitional Living Program (TLP) is an 18-month program geared towards helping survivors of domestic violence and their families transition from living in an emergency shelter to living more autonomously in the community. New Start TLP offers subsidized rental assistance under graduated rental terms.
