I would say that the combination of Merchant Guilds + Functional Architecture works even better by buffing your Merchants and giving you 2 extra building slots on each planet for commercial zones for more Merchants.

Not exactly a powergaming meta-build (I always prefer LARP-builds over those), but one I created after reading up on how Void Dwellers play in post-3.0 Stellaris. I also don't own Overlord, Nemesis, Aquatics and Necroids and play with Lithoids and the Caravaneers enabled.
